- This is a personal correspondence from Prof. Dr. Ruben C. Umaly to Dr. Ruben Villarreal (Director, SEAMEO SEARCA), providing updates on his professional status and travel issues.
-Job Change: Prof. Umaly's term at SUT ended on September 30th. He has accepted a new position as Assistant President for International Affairs at Siam University (SU), starting October 1st.
-Reason for Leaving SUT: He links his departure to the resignation of Dr. Wichit from SUT.
-Continued Role: He will continue to serve as the Secretary General of AUAP, with a liaison office established at Siam University.
-Project Share and HAU. He expresses uncertainty about the continuation of "Project Share." He suggests the initiative for continuation may now need to come from HAU, and hopes SUT will maintain the started projects, particularly those in Food Technology and Animal Production.

- The economic and monetary crisis that hit ASEAN nations in 1997 and 1998 has been affecting higher education and R&D in respective countries. Universities in the region have been suffering from government budget cuts and a decrease in other sources of funds. Equipment procurement and personnel development activities (e.g., scholarships, attendance in international and regional meetings and training courses) are becoming increasingly difficult. At the same time, technology advances have provided new opportunities for effective learning and collaborative R&D. In order to optimise limited funds and to make use of new technological opportunities, universities are to strengthen the solidarity among them through networking. The project proposes an Information Technology based networking rather than traditional networking or university twinning. The long-term goal is to establish a virtual university of science and technology (VUST), which is envisioned initially as a network of universities in ASEAN and later, even beyond. The VUST will have two components, one in engineering and one in sciences.

- The projects will deliver the following outputs: A consortium of engineering universities operating under a memorandum of agreement signed by relevant authorities A linked-up region-wide engineering library network (Number) of IT-aided continuing engineering education courses on offer by the participating institutions
An agreed mechanism for financially sustainable operations and firm commitments by the participating institutions Awider vision for expansion of services and programmes offered by the virtual university network and an accompanying plan of action for implementation in terms of: Infrastructure development: manpower, hardware, software, support and services

รายงานผลการปฏิบัติงานของศูนย์อำนวยการจัดงานแสดงเกษตรและอุตสาหกรรมโลก 2538 เล่มนี้ หน่วยปฏิบัติการข้อมูลของศูนย์อำนวยการจัดงานแสดงเกษตรและอุตสาหกรรมโลก จัดทำขึ้นเพื่อเป็นรายงานสรุปผลการปฏิบัติงานรวมทั้งการประเมินผลการจัดงานในช่วงระยะเวลาการเตรียมการขั้นสุดท้าย และในช่วงระยะเวลาการจัดงาน 15 กันยายน - 16 ธันวาคม 2538 เพื่อจะประเมินว่าการบรรลุวัตถุประสงค์และเป้าหมายเพียงใด มีปัญหาและอุปสรรคสำคัญอะไรบ้าง เพื่อที่จะเป็นประโยชน์ในการจัดงานแสดงเช่นนี้ในอนาคต
วัตถุประสงค์ของการจัดงานเพื่อแสดงภาพรวมของการพัฒนาประเทศด้านเกษตรกรรม อุตสาหกรรม และสิ่งแวดล้อม เพื่อกระตุ้นให้ทุกคนเข้าใจถึงความสำคัญของวิทยาศาสตร์และเทคโนโลยีที่จะเข้ามามีบทบาทต่อการพัฒนาประเทศ รวมทั้งเป็นการเปิดโลกทัศน์ของประชาชนให้กว้างไกล
ในงานแสดงเกษตรและอุตสาหกรรมโลก 2538 มีหน่วยงานต่างๆ ทั้งภาครัฐและเอกชน จำนวน 285 องค์กร มาร่วมแสดง เป็นองค์กรจากต่างประเทศจำนวน 25 ประเทศ รวม 99 องค์กร หน่วนงานของรัฐ 33 องค์กร และบริษัทเอกชนชั้นนำในสาขาต่างๆ รวม 153 องค์กร รวมมูลค่าการแสดงกว่า 5,000 ล้านบาท

Proposal for a SUT-Thailand-Greater Mekong Subregion Institutional Linkage Program for Human Development
- As an important follow up to our exploratory mission to Vietnam, and in compliance with the MUA directive on Institution Linkage Program (copy attached), we submit for your evaluation a "Proposal for a SUT-Thailand-Greater Mekong Subregion Institutional Linkage Program for Human Development." We have developed this proposal with the support of other interested SUT faculty and believe that it is entirely consistent with the internationalization objectives of SUT. The proposed linkage program aims to promote collaborative and cooperative education; research; and economic development and technical services within the region making available local, regional, and global resources and knowledge in response to needs. It further seeks to establish productive linkages, using sound methodologies, as quickly as possible in anticipation of rapidly changing circumstances in the region. In this context, SUT is seeking funding support for the implementation of the program at the earliest opportunity through the MUA-DTEC Program of Institutional Linkage. If the proposal meets your approval, we are respectfully requesting an endorsement letter addressed to Dr. Kanok Wongtrangan, Deputy Permanent Secretary, MUA.

Developing Countries - which aims at fostering links between EU groups and teams in
developing countries in the framework of an initiative for the use of European IT in
developing countries. This document provides guidelines for submissions of proposals in the context of an initiative for the funding of research infrastructure by the European Commission in the most advanced developing countries (non-EU), including Thailand.
I would be extremely grateful if you could assist in disseminating this information to the
relevant Thai academic institutions, taking into account the submission deadline of 12 noon (Brussels time) September 27, 1994

and Head of EU Delegation to Thailand to the Ministry of Foreign Affairs,
Thailand. In this connection, kindly consider the possibility of submitting a research

- Although it will be too early to fully assess the effectiveness of the visit as the
questionnaire will be completed immediately after the experience, it is feasible to
assess to what extent the participant felt:
- the objectives were met - participants could be asked to identify any followup action plans for attaining any unattained objectives
the experience provided them with skills/knowledge that will help them in
their job the experience will help their organization function better

- On behalf of Dr. Wichit Srisa-an, the SUT Rector, Dr. Samarng Srinilta, Vice-Rector for Administrative Affairs and Thai Technical
Advisor to the SUT-CUTC Project, welcomed the Project Review Committee
members and observers to The First Project Review Committee (PRC)
Meeting. Dr. Sam-arng wished the Committee a successful and fruitful
discussion wherein activities and programs could be reviewed, issues from both
sides could be cleared for improved implementation and management of the
project. He also hope that the Canadian delegates could have some free-time to
tour the campus and observe for themselves the extent of infrastructure
development as well as to enjoy the cultural attractions of Nakhon Ratchasima
and its environs. Lastly, Dr. Sam-arng reiterated the heartfelt appreciation and
gratitude of SUT to CIDA and the Canadian partner institutions and their staff
for the invaluable inputs and assistance, mutual cooperation, as well as efficient
and effective management of the project

Institutional Development and Capacity Building : A Project of Institutional Linkage and Technical Cooperation Between Suranaree University of Technology (SUT), Thailand and Canadian Universities Technolgy Consortium (CUTC), Canada
Planning Mission Report February 26-March 13, 1993
- Suranaree University of Technology (SUT) has been identified by Thailand's
Ministry of University Affairs (MUA) as a priority within the program of development
for higher education in Thailand and more particularly in the northeast region of
the country. The planning mission provided the opportunity for administrators from
SUT to travel to Canada to meet with personnelfrom the member universities of the
Canadian Universities Technology Consortium to finalize proposals for a linkage
project of technical cooperation and institutional development, which has been
designed through four previous missions funded by the partners.
Through detailed assessment of library automation and management information
systems and cooperative education programs in Canada, the mission participants
defined appropriate strategies for the inclusion of these elements in the proposed
linkage project and subsequent development of institutional capacity at SUT. Plans
for the establishment ofjoint international engineering programs and ajoint Ph.D.
project were also finalized.

Institutional Development and Capacity Building : A Project of Institutional Linkage and Technical Cooperation Between Suranaree University of Technology (SUT), Thailand and Canadian Universities Technolgy Consortium (CUTC), Canada
- A project of institutional linkage and technical cooperation to support the institutional development and capacity building of Suranaree University of Technology (SUT) hrough: (a) customized training programs in Canada; (b) technical assistance services in Thailand; and (c) joint academic and scholarly initiatives in both countries. The project also involves the development and implementation of a number of innovative, joint academic
initiatives including: (a) an English as a Second Language (ESL) Centre; (b) an international applied science and engineering undergraduate program; (c) a joint Ph.D.
program in which the research phase is undertaken in Thailand under the joint supervision of Thai and Canadian personnel; (d) a co-op student exchange program.
The project also incorporates a number of programs to strengthen university-industry linkages for both CUTC institutions and SUT including: (a) short upgrading programs
for personnel from Thai enterprises; and (b) participation of Canadian and Thai industries and enterprises in a technical and commercial exposition supported by the Thai government at SUT in 1995.
